Job Summary

The Senior Export Control Compliance Analyst works under limited direction and performs moderately complex critical business functions to
execute the BPMI mission, ensuring adherence to U.S. export control laws and regulations. The role encompasses developing compliance policies, providing recommendations to senior management, Procurement Operations, and legal counsel, managing export licenses, executing risk assessments, and conducting internal audits. Additional responsibilities include delivering training to BPMI employees and promoting compliance across all organizational levels. The incumbent must maintain up-to-date knowledge of relevant regulations, including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Control (OFAC) sanctions, while serving as a liaison with government agencies.

Essential Duties:

  • Develop, implement, and manage export compliance programs, policies, and procedures to ensure compliance with U.S. export control laws and regulations (e.g., AECA, EAR, ITAR, OFAC).
  • Perform commodity jurisdiction and classification to ensure proper control and handling of items and technologies.
  • Prepare, submit, and manage export license applications, commodity jurisdiction requests, and exemption/exception requests, and other required filings.
  • Conduct internal audits, maintain compliance records, and prepare associated reports on audit findings.
  • Develop and deliver training programs on export control regulations and company policies to employees across all levels.
  • Conduct risk assessments and restricted party screenings for transactions, solicitations, and other activities involving Program information.
  • Act as a point of contact for government agencies, the BPMI government customer, and company representatives concerning export control issues.
  • Collaborate with Bechtel corporate headquarters, other Naval Nuclear Prime Contractors, and internal departments to address compliance concerns.
  • Investigate, resolve, and advise on compliance issues, licensing requirements, and export documentation needs.
  • Monitor, evaluate, and track supplier compliance with export-controlled information requirements and federal regulations.
  • Ensure timely and accurate filing of required reports for Department of Energy (DOE) part 810 and other authorized export activities.
  • Maintain, communicate, and reinforce compliance policies and expectations across the organization.
  • Consult with outside legal counsel and subject matter experts to resolve complex or sensitive compliance issues.
  • Monitor and improve the compliance program's performance, implementing updates as needed to enhance effectiveness.

Minimum Job Requirements:

  • Bachelor's degree in Business, Law, Supply Chain Management, or other relevant field from an accredited college or university.
  • A minimum of six (6) years of relevant (e.g., export compliance) experience.
  • Fourteen (14) or more years of completed education and/or relevant experience may be considered to satisfy educational and years of experience requirements.
  • Ability to travel up to 10% of the time.
  • Requires a security clearance; however, all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy security clearance is required.

Preferred Job Requirements:

  • Detailed knowledge of U.S. export control regulations (EAR, ITAR, OFAC).
  • Ability to interpret and apply export control laws in a business context.
  • Detailed knowledge of AECA, EAR, DOE, and Nuclear Regulatory Commissions (NRC) nuclear export controls.
  • Experience in conducting internal audits and developing compliance training programs.
  • Experience as an Empowered Official.
  • Certified U.S. Export Compliance Officer (CUSECO) certification.
  • Familiarity with Enterprise Resource Planning (ERP) systems and industry-related transportation laws.
  • Excellent organizational and record-keeping skills.
  • Strong analytical and problem-solving skills.
  • Ability to work collaboratively with cross-functional teams and external auditors.
  • Strong verbal and written communication skills.
  • Experience in preparing and submitting licensure documents to the Department of State and Bureau of Industry & Security.
