CCI Construction and Utility Services, LLC (CCI-CUS) is growing! We are seeking a Quality Control Manager to execute and oversee a storm drain cleaning and utility marking contract for the Naval Facilities Engineering Systems Command (NAVFAC) Public Works Department (PWD) Pennsylvania. The candidate will manage the storm drain cleaning program and perform utility locating services for Navy utilities on Navy property. This person will perform Site Superintendent, Quality Manager, and Site Safety and Health Officer duties when storm drain cleaning activities are on-going. This person will receive PA811 calls and perform the utility marking based on the requirements of that call.
This position will be based out of Philadelphia, PA.
Responsibilities:

- Perform the three phases of control, perform submittal review, ensure testing is performed for the storm drain cleaning activities.
- Enforce CCI-CUS's Quality Control Management System and Plan when storm drain cleaning activities are taking place.
- Prepare and enforce CCI-CUS's safety program for this contract when storm drain cleaning activities are taking place.
- Work with the subcontractor to support development and review and accept activity hazard analyses for all work.
- Work with the Project Manager and Assistant Project Manager to develop project plans and complete regular reporting.
- Act as the site supervisor during storm drain cleaning activities.
- Schedule routine inspections and emergency repairs with outside vendors.
- Creating reports on maintenance, repairs, safety and other occurrences for supervisors and other relevant staff.
- Collaborate with building owners and NAVFAC on facility access.
- Receive Pennsylvania One Call System tickets to mark utilities that are Navy owned and on Navy property.
- Review and become familiar with Navy utility drawings
- Use locator tools and mark utilities in the field, according to the Pennsylvania One Call system standards.
- Provide hand markups to drawings where utilities are either not present or are discovered, but on the drawings provided.
- Complete all reporting for utility marking, including total calls per month, calls marked, calls completed, calls not completed, and calls not marked.
Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required.
- Associate's degree (A.A.) or Bachelor's degree (B.A./B.S.) in an Engineering field OR High School/GED with 6 years of on-the-job experience or completed coursework in a technical or trade school, and practical training in leadership, project management, communication, sustainability, and operations management.
- Minimum of 3 years of relevant experience as a Quality Control Manager and has an active Construction Quality Control Management (CQM) for Contractors certification.
- Minimum of 5 years experience enforcing safety programs for Federal Government projects.
- Has an active OSHA 30-hour construction safety training certificate.
- Has completed a minimum of 24 hours of formal safety training.
- The ability to read plans and engineering drawings.
- Previous experience marking utilities is a plus.
- Excellent communication and interpersonal skills, including the ability to speak with all levels of employees, guests, vendors and team members.
- Great time management, organization and prioritization abilities.
- Keen attention to detail and efficient problem-solving skills.
- Ability to lift heavy equipment and comfortable standing or walking for long periods of time.

Job is performed in a combination of office work, work throughout occupied and unoccupied buildings, and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Building assessments will be conducted throughout buildings including crawl spaces, attic spaces, and confined spaces. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
