Hybrid role (3 days/week in office) at our Burlington, Renton, Spokane, Vancouver, Portland, Medford, Salt Lake City, Boise, Lewiston, or Fargo offices.

Qualifications:

The Manager, DTS Project Management would have a Bachelor's degree and 10 years' experience in project management or enterprise business analysis with at least 6 years in a project management leadership role.

Required Licenses, Certifications, Registration, Etc.

Project Management Professional (PMP) certification is required

Skills and Attributes:

  • Demonstrated portfolio of successful, progressive project management leading to the execution of large-scale, concurrent projects.
  • Demonstrated ability successfully managing a team of project managers and/or building a PMO.
  • Demonstrated experience in budgeting, change management, client management, project management methodology, business life cycle, mission/vision/strategy, project planning and organization, risk management and resource management and issue management
  • Experience with structured analysis and design methodologies and processes as executed on large application development/enhancement projects
  • Experience conducting performance appraisals and assisting employees in professional development and demonstrated success at mentoring and developing project management skills in others
  • Demonstrated success in establishing specific deliverables for staff assigned to large scale, complex projects. Strong coaching skills with demonstrated ability to motivate employees and resolve conflicts
  • Demonstrated ability to deploy resources to achieve evolving corporate goals.
  • Demonstrated success at meeting project budget, timelines, requirement targets and managing variances.
  • Demonstrated experience working proactively with business sponsors and partners to identify and implement solutions
  • Experience with multiple types of software development lifecycles and related methodologies required.
  • Working knowledge of project management principles such as those defined in the Project Management Body of Knowledge (PMBOK).
  • Ability to manage and direct the work of a highly creative and analytic team in developing and applying new approaches, processes and methodology.
  • Demonstrated strong interpersonal and communications skills (both oral and written) with a customer service orientation, and a demonstrated ability to effectively interact with senior DHS management.
  • Proven problem-solving skills with demonstrated ability to think out of the box and generate creative solutions.
  • Ability to collaborate with other managers and team members inside and outside the division, work with ambiguity and build successful relationships.
  • Ability to negotiate for competing resources and to generate consensus among multiple priorities.
  • Skilled in the identification, assessment and contingency planning for risk factors.
  • Desire to work in fast-paced, multi-tasking, fluid environment with ever-changing priorities.

What You Will Do at Cambia:

  • Responsible for delivering projects to successful completion; accountable for the quality and timeliness of all defined projects, and for issues (goals, resource allocation, release planning, technology architecture, etc.) within the projects.
  • Minimizes delivery execution duration and cost per delivery project component launched
  • Acts as primary interface with senior management, various boards and steering committees, and business function managers to ensure the project achieves the intended business results
  • Ensures portfolio project definition, selection and staging are complete and meet the intended business case
  • Maximizes aggregate project portfolio outcomes relative to corporate strategies and objectives, within the constraints of current delivery workloads, priorities and resources
  • Supervises portfolio level schedule and cost variance reporting, issues management and change control to effectively manage inter-project impacts
  • Facilitates portfolio level project integration, risk management and sustainment transitions for optimal outcomes.
  • Plans, directs, coordinates and reports project management activities in accordance with policies and standards.
  • Contributes to the development of, and ensures adherence to company adopted project management methods.
  • Manages and reports project management activities and deliverables for assigned staff.
  • Provides staff development and coaching, performance monitoring, management oversight, administrative reviews and detailed expectations for each member of assigned staff.
  • Directs and coordinates activity of assigned staff, assigns individual responsibilities, identifies appropriate project resources and provides guidance and direction to project team members.
  • Assesses skills development needs. Ensures staff is appropriately trained for current and future business. Ensures that assigned staff members understand and use project management methods, process, procedures and tools.
  • Tracks project management and analyst staff performance, including collecting and acting on, customer feedback regarding project management and analyst staff performance.
  • Completes performance evaluations for all direct reports (to include on-going coaching and corrective action if necessary) and provides ongoing coaching to project management staff and conducts ongoing one-on-one sessions with each employee.
  • Responsible for aligning tactical support resources with organizational strategy.
  • Fosters collaborative relationship with business units; acts as liaison between customers and project management staff to continuously improve service and enhance effectiveness.
  • Deliver portfolio performance results consistent with DTS leadership direction through decreasing variance from scope, schedule and budget expectations.
  • Minimize delivery execution duration through decreasing the average duration for execution of project delivery work components.
  • Manage and maintain enhanced portfolio performance monitoring and control capabilities via robust portfolio variance reporting, issues management and change control, as assessed by leadership.
  • Actively manage inter-project dependencies and portfolio risks and sustainment forecasts.
  • Manage integrated project plans. Prepare and present plans, performance, issues and status to portfolio project governance and sponsor leadership.
  • Plan, direct, coordinate and report project management activities in accordance with the DTS policies and standards.
  • Responsible for project outcomes through effective project planning, task definition, scope management, resource allocation and negotiation, risk mitigation, cost management, and stakeholder communication.
  • Assemble project team, assign individual responsibilities, identify appropriate project resources and provide guidance and direction to project team members.
  • Define, collect and analyze metrics to ensure projects are on target.
  • Proactively recommend courses of action to maintain cost effectiveness.

Pay ranges vary based on the candidate's work location. The expected hiring range depends on skills, experience, education, and training; relevant licensure / certifications; and performance history.
  • Oregon, Washington, Utah, and Idaho: The expected hiring range is $128,000 - $160,000, the full salary range is $128,000 - $208,000, and the bonus target is 15%.
  • North Dakota: The expected hiring range is $113,000 - $150,000 the full salary range is $113,000 - $187,000, and the bonus target is 15%.
