Academic Req: Required - Master's degree from an accredited program/university, preferably on in the following areas: social work, psychology, sociology or related field of study.
Certifications: LMSW, LCSW, or LPC required.
Work experience: Minimum of 2 years of progressively responsible experience in community outreach, education, public awareness, or program development within human services, public health, or anti-trafficking initiatives. Proven success in developing and implementing outreach and prevention strategies focused on vulnerable youth, survivors of human trafficking, or at-risk populations. Strong background in facilitating trainings, presentations, and public awareness campaigns designed to educate diverse audiences including community members, professionals, and system partners on trafficking prevention, survivor identification, and trauma-informed practices. Experience cultivating partnerships with schools, law enforcement, healthcare providers, faith-based organizations, and community coalitions to enhance coordinated responses and survivor access to services.
Summary: The Partnerships and Education Specialist lead community partnerships, public education, and volunteer engagement for the Common Thread program. This role serves as the primary liaison between the program and community partners, overseeing partnership agreements, compliance with DFPS and juvenile justice standards, and strategic outreach to strengthen referral networks and survivor access to services. The Specialist develops and executes outreach and education strategies, coordinates volunteer initiatives, and ensures activities align with grant match requirements. The position requires strong leadership, trauma-informed and culturally responsive engagement skills, and experience in grant or project management. Excellent communication and relationship-building abilities are essential. Flexibility for travel, evenings, and weekends is required; bilingual proficiency (English/Spanish) is preferred.
Critical Action Items & Measurable Deliverables:
1. Develop and maintain strong partnerships with community organizations, coalitions, educational institutions, law enforcement, and other stakeholders to strengthen referral pathways and survivor access to services.
2. Formalize statewide and national partnerships through agreements, joint initiatives, and coordinated outreach efforts.
3. Establish and monitor comprehensive referral and data tracking systems to measure outreach impact and regional performance.
4. Develop and oversee educational and training programs for internal staff, external partners, and the community on trafficking prevention, identification, and trauma-informed practices.
5. Provide leadership in planning and executing community outreach and education events, including volunteer initiatives that align with grant match requirements.
6. Supervise the creation and maintenance of the Common Thread Resource Manual, ensuring access to accurate, up-to-date nationwide resources for survivors and providers.
7. Prepare and submit accurate monthly and quarterly reports on community engagement, partnerships, trainings, and outreach metrics.
8. Develop, implement, and oversee a structured internship program for Common Thread, including recruitment, onboarding, training, and supervision coordination. Establish and maintain Memoranda of Understanding (MOUs) with universities and educational institutions to support internship placements, ensure compliance with academic requirements, and maximize internship contributions as an allowable match source.
9. Actively participate in task forces, coalitions, and community meetings at local, state, and national levels to represent the program and promote collaboration.
10. Evaluate the effectiveness of outreach strategies, referral systems, and community education efforts, making recommendations for improvement.
11. Provide technical assistance and capacity-building support to community partners to strengthen coordinated responses to trafficking.
12. Participate in regular supervision, staff meetings, and professional development activities to maintain alignment with program standards and enhance expertise.
13. Maintain BCFS Health and Human Services professional and ethical standards, demonstrating respect for staff, children, and community members, and adhere to the required dress code
14. Work flexible hours, including evenings, weekends, and travel (up to 75%) as required to support community events, trainings, and program operations.
Requirements:
1. Proven ability to design, implement, and evaluate community engagement, prevention, and education strategies.
2. Experience serving survivors of human trafficking or other vulnerable populations is strongly preferred.
3. Strong public speaking and presentation abilities, with experience representing programs at community events and conferences.
4. Exhibit strong emotional intelligence, professional boundaries, and composure in fast-paced environments.
5. Pass a pre-employment drug screen and participate in random drug screenings throughout employment.
6. Complete all required trainings through BCFS Health and Human Services- Common Thread.
7. Provide proof of work eligibility upon request.
8. Possess a valid State Driver's License and maintain current auto insurance with verification upon request.
9. Pass pre-employment and biennial criminal background checks.
10. Demonstrate the ability to:
a. Respond sensitively and competently to the cultural and socio-economic characteristics of the service population.
b. Communicate effectively in writing and verbally in English; bilingual Spanish proficiency is strongly preferred.
