Overview: ACS Professional Staffing is looking for an employee to work on-site with our client. This Project Manager 3 will lead complex strategic initiatives from planning through execution, driving business improvements, managing project scope, resources, risks, timelines, and stakeholder communications. The ideal candidate has experience leading cross-functional projects, facilitating change management efforts, developing KPIs and reporting, and delivering process improvement solutions. Requires strong analytical, problem-solving, and resource planning skills, PMP/PMI certification, proficiency with MS Office and SharePoint, and the ability to influence stakeholders across large organizations. Utility industry experience is preferred.
This full-time position is located in Vancouver, WA.
Pay Rate: $49.57 - $70.82

Responsibilities: - Provide project management expertise and support and facilitate manager-assigned strategic initiative projects, from beginning to end, providing expert guidance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the manager, team lead or other personnel with the authority to do so, including:
- Implement and track the success of TF's Strategic Goals and business improvement initiatives.
- Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals.
- Communicate and collaborate with implementing organizations, as well as supporting process and policy owners to facilitate the implementation of TF's strategic goals and business improvement initiatives.
- Identify and draft recommendations for necessary subject matter expertise needed during the project.
- Forecast and recommend appropriate project resources to fulfill project needs; resource recommendations must be submitted to, coordinated with and approved/actioned by appropriate performance managers.
- Collaborate with business units and performance managers to resolve resource allocation issues.
- Recommend an overall roadmap of efforts required to achieve program initiatives and project objectives (see note above).
- Draft project plans & resource strategies required to advance each assigned project / defined effort.
- Alert manager of and obtain appropriate authorization for any potential changes to project, schedule or performance.
- Organize, coordinate and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, including recommending project stages and assessing business implications for each stage.
- Monitor progress of assigned projects to track timelines, milestones, deadlines, standards and targets, alerting appropriate manager / personnel of any obstacles or potential delays to project timelines, targets or success; provide corrective action recommendations.
- Coordinate activities for manager-assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalating concerns to appropriate manager / personnel.
- Collaborate with manager and internal stakeholders to facilitate the tasks and activities of project team(s) and to properly understand related business needs, dependencies on other initiatives, and how best to effectively deploy end products.
- Address and navigate politically sensitive issues in a collaborative and professional manner, ensuring escalation and guidance from the manager as needed, and deferring all official agency positioning to Federal staff.
- Provide background information, technical input, options and recommendations for project decisions as requested by manager / personnel; work with appropriate parties to facilitate resolution of conflicting team positions.
- Issue project status reports on a regular or as requested basis.
- Maintain consistent communication with project sponsors, performance managers, and clients on the progress of the project vis-a-vis the work plan.
- Collaborate and work with project sponsors and performance managers to remove obstacles impacting timely project completion.
- Develop and report on metrics and outcomes (KPI's, scorecards, dashboard, etc.).
- Draft a final project report, including project "lessons-learned", for appropriate management review and approval / acceptance.
- Take a proactive stance on project risk management by:
- Anticipate and identify potential areas of risk and obtain guidance from appropriate manager or Contracting Officer.
- Maintain issue, risk, and/or action logs.
- Develop effective communication and decision-making processes with sponsors to facilitate timely approvals and risk management.
- Develop, draft and recommend contingency plans to minimize / eliminate risks on an ongoing basis for review and acceptance by appropriate manager / personnel.
- Support and facilitate the following functions:
- Written and verbal sponsor communication.
- Project team communications and coordination, including milestone management & communication of deliverables.
- Inter-project team communications and coordination.
- Issues and risk management.
- Coordinate with IT resources.
- Coordinate with the program enterprise architect.
- Team meeting and sponsor meeting management.
- Support and facilitate the following deliverables:
- Scope definition and management.
- Business requirements and needs analysis, based on various stakeholder perspectives.
- Support the implementation of organizational design and change management with respect to a culture resistant to change, as developed and approved by the manager.
- Process and system design requirements.
- Communication and project management best practice gap analysis.
- Business improvement strategy implementation planning.
- Business requirements and needs analysis.
- Gap analysis from the "as is" to the "to be" state.
- Integrate architecture design.
- Create end user training, including draft/creation of training materials.
- Facilitate the creation and documentation of revised processes and org roles and responsibilities.
- Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
- Develop and foster relationships with stakeholders vital to the success of project(s), including strategic partners and managers at all levels across the company.
- Communicate regularly with executive sponsors, key stakeholders, strategic partners, and managers at all levels across independently and in team meetings.
- When necessary, facilitate the successful transition of a project or program of projects to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.
Requirements: - A bachelor's degree in Computer Science, Business Administration or Management, Organizational Development, Engineering (or related discipline) is preferred.
- With an applicable bachelor's degree, 10 years of experience is required..
- With a bachelor's degree not in an applicable field, 12 years of experience is required.
- Without a bachelor's degree, 14 years of experience is required.
- Experience must include direct work experience in a project management capacity, managing projects in accordance with industry project management principles, including all aspects of process development and execution.
- Knowledge of product management as well as process management.
- Advanced working knowledge of MS Office Suite (Word, Excel, Power Point, and Outlook).
- Strong analytic skills.
- Root cause identification skills.
- Experience influencing and integrating change in a large, diverse organization. Must have the ability to interact effectively at all levels of a large company.
- Experience leading project teams, management review and decision-making sessions supporting organization level improvement efforts.
- Ability to influence others and move toward a common vision or goal; able to work with a diverse group across business units to elicit agreement on project vision, goals/objectives, requirements and results.
- Ability to organize and analyze detailed information and communicate / present it in a variety of formats for business, executive, technical and non-technical audiences.
- Knowledge and experience with established processes and procedures including change management, work tracking and time management.
- PMI or PMP certification.
- Experience in resource planning.
- Intermediate experience with SharePoint, sufficient to upload and download documents.
- Ability to accurately assess and estimate project costs.
- Ability to work autonomously given specific assignments.
- Strategic thinker with confidence and speed in execution.
- Ability to carry out assigned tasks with a professional and collaborative demeanor, utilizing excellent listening, reasoning and problem-solving abilities to work constructively with all levels of personnel both inside and outside the agency.
- Experience in the utility business.
- Valid U.S. Driver's License is required.
