Voyatek is seeking applicants to occupy the position of Senior Proposal Manager within our team. Please note that this position requires a commitment to full-time employment and is not open to contractors.

Key Responsibilities:
  • Lead end-to-end proposal management across the full lifecycle, including intake, qualification, strategy, development, review, and submission
  • Manage and coordinate cross-functional proposal teams (e.g., Sales, Legal, Engineering, Product, and Executive stakeholders) to ensure timely and compliant submissions
  • Develop and execute proposal strategies, including win themes, messaging, and response structure
  • Ensure all proposals are compliant with solicitation requirements, particularly within State, Local, and Education (SLED) procurement environments
  • Facilitate proposal activities such as kickoff meetings, status updates, and color team reviews (Pink, Red, Gold, etc.)
  • Oversee technical writing and editing to ensure clarity, consistency, and alignment with customer requirements
  • Identify risks in solicitations and collaborate with stakeholders to mitigate contractual, legal, and delivery risks
  • Implement and maintain proposal best practices, templates, content libraries, and standard operating procedures
  • Leverage AI tools and emerging technologies to enhance proposal development, efficiency, and content quality
  • Provide leadership, mentorship, and guidance to proposal team members and contributors
Qualifications:
  • Minimum of 10 years of experience in proposal management, with a strong focus on government or public sector proposals
  • Proven experience managing complex, high-value proposals across multiple stakeholders and business units
  • Strong technical writing and editing skills with the ability to translate complex solutions into compelling proposal content
  • Demonstrated experience with State, Local, and Education (SLED) procurement processes and compliance requirements
  • Experience leading cross-functional proposal teams and managing competing priorities under tight deadlines
  • Familiarity with structured proposal methodologies (e.g., Shipley or similar frameworks)
  • Strong organizational, project management, and communication skills
  • Ability to assess and integrate AI tools into proposal development processes
  • Bachelor's degree in Communications, Business, Technical Writing, or a related field (or equivalent experience)
Preferred Qualifications:
  • APMP (Association of Proposal Management Professionals) certification
  • Experience supporting proposals within IT, SaaS, cloud, or managed services environments
  • Background in developing and maintaining proposal content libraries and knowledge repositories
  • Experience working with legal teams on contracts, SOWs, NDAs, and risk assessments
  • Prior experience in a leadership or team management role within a proposal or RFx function
  • Familiarity with CRM and proposal management tools
  • Experience supporting large, complex, multi-volume proposals ($10M+ opportunities)
The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure and certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the annual range is $145,000.00 - $155,000.00.

This position may be eligible for a discretionary bonus. It is classified as exempt under applicable law. Additionally, this position aligns with the Voyatek Career Framework as a level 05 people leaderin a Sales Operations position.
