Essential Functions and Primary Duties

Strategic Leadership & Roadmap

  • Define and own execution of the 3 year Oracle Fusion HCM roadmap across all HCM modules aligned to enterprise growth, talent strategy and transformation priorities.
  • Build advanced reporting and workforce analytics capabilities to ensure data accuracy, integrity, and accessibility across platforms.
  • Partner closely with Information Technology to ensure architectural alignment, integration standards, cybersecurity compliance, and data governance.
  • Partner closely with Finance on workforce planning, headcount forecasting, budgeting alignment, and reporting automation.
  • Establish and maintain enterprise HRIS governance framework including intake, prioritization, SLAs, and transparent HRIS project reporting.
  • Ensure compliance with internal controls, audit requirements, and data integrity standards.
  • Oversees the research, analysis, and the alignment of systems with other business applications and organizational goals.

People Systems Optimization & Continuous Improvement
  • Optimize Oracle HCM Cloud implementation, ensuring scalability, data integrity, and strong governance. Ensure integrated functionality across HCM modules to support a seamless employee lifecycle experience.
  • Position HR systems as intuitive, user-centered platforms that enable:
    • Self-service for managers and employees
    • Automated workflows and reduced manual intervention
    • Advanced analytics and reporting
    • Strong compliance and audit controls
  • Proactively identify opportunities to automate manual processes and reduce administrative burden.
  • Build a structured stakeholder feedback loop to inform enhancements and prioritization.
  • Evaluate and implement new capabilities and enhancements to optimize system performance and business impact including AI-enabled capabilities within Oracle and adjacent technologies.
  • Evaluate emerging HR technologies and lead vendor selection and implementation as needed.
  • Establish disciplined release management, change management, and testing practices.
  • Develops policies, practices, and procedures that have a significant impact on the organization

Team Leadership
  • Build, mentor, and scale a high-performing HRIS team with deep functional and technical expertise.
  • Establish clear performance metrics and service level agreements.
  • Leverage external consultants and implementation partners strategically when specialized expertise is required.
  • Additional responsibilities as assigned.

Preferred Qualifications
  • 10-15 years of progressive HRIS/HR technology leadership experience in complex, multi-entity organizations.
  • Strong working knowledge of Oracle HCM Cloud (Core HR, Talent, Recruiting, Compensation, Payroll integrations, Reporting/OTBI).
  • Demonstrated ability to manage cross-functional initiatives and influence senior stakeholders.
  • Proven experience developing and executing enterprise HR technology roadmaps.
  • Experience leading system implementations or major transformations.
  • Strong understanding of data governance, integrations, and enterprise architecture.
  • Experience leveraging AI-enabled HR functionality or advanced analytics tools.
  • Proven ability to build and lead high-performing teams.
  • Experience establishing governance frameworks, prioritization models, and project management processes
  • Ability to translate technical system capabilities into measurable business outcomes
  • Strong analytical and executive communication skills
  • Experience leading post-implementation stabilization and continuous optimization of Oracle Fusion HCM
  • Background working in partnership with IT within a shared governance model
  • Experience supporting HR systems in a public company or similar controls-driven organization


Minimum Qualifications Required
  • Bachelor's degree required
  • 10 years of experience in related field
  • 5 years supervisory experience
  • Ability to manage deadlines
  • Ability to work on multiple assignments and prioritize accurately
  • Proficient use of applicable technology
  • Demonstrated ability to communicate verbally and in writing throughout all levels of organization, both internally (and externally as applicable)
  • Proven high level of business integrity, client service and leadership skills
  • Must be able to travel based on department needs
