DESCRIPTION:

Are you passionate about helping others? Are you good with numbers? Do natural hazard events including floods, windstorms, and drought call you to duty to assist others in mitigating before a major disaster occurs? If yes, the Hazard Mitigation Grant Administrator position may be for you. This position assists with the management, administration, and enhancement of all FEMA Hazard Mitigation Assistance grant programs. FEMA mitigation grant programs are designed to provide funding to eligible entities for sustainable actions that ultimately reduce or eliminate long-term risk to people and property from future disasters. This position reports to Maine Emergency Management Agency's State Hazard Mitigation Officer.

REPRESENTATIVE TASKS:

-Review and reconcile records across assigned grant programs to ensure financial accuracy, programmatic alignment, and effectivity of tracking mechanisms

-Facilitate and execute quarterly programmatic and financial reports in collaboration with MEMA's Budget Office

-Track project status across all grant recipients and facilitate project closeout

-Facilitate and coordinate grant award and program closeout in collaboration with MEMA's Budget Office

-Facilitate and manage reimbursement questions and concerns with State, Local, Tribal, and Territorial (SLTT) entities as needed to ensure programmatic compliance and an effective and efficient reimbursement process

-Review and assist in the dissemination of policy or programmatic changes/updates as they pertain to the Hazard Mitigation program

-Ensure equity and continuity considerations are considered in Mitigation trainings, workshops, and outreach pertaining to the Hazard Mitigation program

-Evaluate available data and trends to identify potential opportunities for the State to improve and enhance management of the Hazard Mitigation program

-Support the development and maintenance of strong partnerships and relationships

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:

Knowledge considered essential to the position includes a (1) knowledge of Emergency Management practices and related fields, (2) knowledge of budget methods, techniques, and practices (3) knowledge of the structure & functions of state, regional & local government, (4) knowledge of grants and accessibility of federal and state funds, (5) knowledge of contract administration practices and procedures, and (5) knowledge of data processing and information services.

Abilities considered essential to the position include (1) the ability to interpret program trends, results, and related data to formulate recommendations, (2) the ability to manage multiple priorities with strong skills in problem-solving, (3) the ability to communicate effectively in writing and verbally, (4) the ability to develop and analyze complex programmatic and financial information, (5) the ability to work both independently and in a team environment.

MINIMUM QUALIFICATIONS: A six (6) year combination of education and/or professional experience in contract or grant administration. Procurement experience preferred.

This position will be required to report to the Augusta, ME office Monday and Tuesday weekly with telework options available the remainder of the week, pending supervisor approval.
