Title: Senior Advisor - Land & Property Rights
Location: Washington, DC

Introduction:
Mindseeker is looking for a Senior Advisor - Land & Property Rights to support its Land and Agricultural Economy (LAE) Practice Group within the Department of Compact Operations at the Millennium Challenge Corporation (MCC). This role focuses on advancing investments in land governance, property rights, and mining governance to promote economic growth and private sector development in partner countries.

The Senior Advisor will provide technical, analytical, and advisory support across the design, development, and implementation of MCC programs, ensuring alignment with best practices and MCC standards.

Major Duties and Responsibilities:

  • Provide expert guidance on land, property rights, and mining governance to support program design and implementation
  • Review country proposals, technical studies, budgets, procurement materials, and deliverables for quality and alignment
  • Conduct assessments to identify constraints to economic growth related to land and property rights
  • Develop actionable recommendations and programmatic solutions based on technical analysis and political economy considerations
  • Contribute to project development, including Investment Memoranda, Board materials, and stakeholder communications
  • Collaborate with economists, M&E specialists, environmental and social experts, and other teams to ensure integrated program delivery
  • Participate in field missions to support implementation oversight and partner capacity building
  • Support procurement processes, including development of scopes of work, cost estimates, and evaluation of deliverables
  • Identify risks, opportunities, and implementation challenges and provide mitigation strategies
  • Develop best practices, guidance materials, and knowledge-sharing resources for MCC programs
  • Prepare reports, presentations, and analytical materials for internal and external stakeholders
Minimum Qualifications:
  • Advanced degree (Master's, Ph.D., J.D., or equivalent) in a relevant field
  • Minimum of 10 years of experience in land and property rights, land administration, or related sectors in developing countries
  • Expertise in areas such as:
  • Land governance and regulatory reform
  • Land registration and formalization
  • Cadaster and land information systems
  • Geospatial and mapping technologies
  • Land markets and permitting/licensing systems
  • Strong experience analyzing land and property rights challenges and developing practical solutions
  • Demonstrated project management experience supporting complex, multi-sector programs
  • Experience presenting technical findings and recommendations to senior stakeholders (government, donors, etc.)
  • Experience with budgeting, procurement, and financial oversight
  • Excellent written and verbal communication skills
  • Ability to work effectively in cross-functional and multicultural teams
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Fluency in English required
  • Candidate must be a US Citizen
  • Fluency in spoken and written Spanish desired
  • Experience related to mining-specific dimensions of land and property rights and land administration desired

Work Environment:
  • Hybrid with In-Country Travel as Required
  • The work is primarily sedentary, although some walking, bending, or carrying of light items may be involved.
  • International travel is required. Domestic travel may be required.

Suitability Requirements:
  • All employees supporting MCC must be able to pass a thorough background investigation, including credit and reference checks, prior to starting.

Selectee will be required to work directly with MCC's Office of General Counsel to complete a Confidential Financial Disclosure Form (OGE-450) due as a new entrant within 30 days of onboarding and then due annually by February 15th.
